Links are essential to create a reputation in the Google’s Nice List. There are basically two types of links to deal with, the Bad Links and the Good Links. Often people carry out a lot of research work to distinguish between these two. But before going any further, a very common misconception needs to be cleared. Links can be good or bad but when someone asks about the types, and then there are three in total namely, SEO helping links, SEO hurting links and Search Engine ignorance links. Notable search engines like Google and Bing have been very clear in their concept that the search engines do not always rely only on links to rank a website. They often ignore a whole lot of links in the process. However, these search engines are never going to disclose before the webmasters about the type of links that they are going to ignore and the ones they will prefer, but most search engines usually share quality amount of information about the type of links that are considered beneficial, ineffective, or manipulative.
Search engines have the power to apply statistics for linking data and different SEO signals they are able to collect. This allows them to understand about websites that lies within normal range and those that usually exceed and even lag behind.
One should keep in mind that positive SEO signals help in improving the performance of a site by a certain percentage, but not something extraordinary. When the signal is negative, something in the range of zero through normal is quite okay. At the same time, exceeding the line can cause serious damage to the rankings. So, consider the negative signals very carefully as a little bit of mismanagement can lead to unfriendly results.
There are a whole lot of statistical tests that search engines can choose from. A couple of outfielder will definitely not mark websites as being much manipulative unless there is something highly egregious or strongly sensitive. One can even expect naturally occurring exceptions. Most search engines try to figure out suspicious trends across different signals before imposing a penalty. Paid links are not likely enough to hurt the site’s ranking. However, bad links can be harmful if not used into he most appropriate way. If used properly, then they can well be part of legitimate advertising campaign. The notable search engines like Google and Bing might ignore them but at the end, they will play lead roles in deciding a site’s success.
If the search engines find that number of links have exceeded the limit, then it will impose a penalty. For good links, such strict limitations might not be present all the time. However, things are very critical in case of dodgy and bad links. In fact, such strict rules also apply for reciprocal links and the ones in badges.
Search engines definitely look for patterns from different signals in order to prevent negative SEO. It can be easy enough to purchase text links and then point them towards competitors. However, it can be quite difficult to create portfolio of different bad links from variety of sites.

Google states: “You should still make every effort to clean up unnatural links pointing to your site. Simply disavowing them isn’t enough.
First and foremost, we recommend that you remove as many spammy or low-quality links from the web as possible.”
So I guess using Google Disavow, it won’t quite solve the problem, because Google know you are still linked from that pages, even if these links will be ignored.
